Nominations in the prescribed format are invited from around the country, enlisting the help of district administrators, legislators, bureaucrats, educationists, media, social workers, parliamentarians and other eminent people.

The received nominations are submitted to the Shortlisting Committee who prepare a shortlist of the nominations

The Shortlisted nominees are visited to ascertain the overall genuineness and the positive impact of services rendered by the nominees amongst the people

The shortlisted nominations and reports are placed before the Selection Jury, which is headed by Justice Shri M N Venkatachaliah, Former Chief Justice of India who evaluate and decide the awardees.

The awards are presented by eminent personalities like the President of India, Vice President, Governors, Chief Minister, Ministers etc in a formal function.
